Should the bootstrap pkg get the "Fix symbols collision between libmd and libcrypto" fix too?

This question was noticed in a discord exchange exploring some odd behavior that includes "pkg: An error occured while fetching package: No error" notices.

Somewhat related is if quarterly should get 2.1.4 (or later): it is at 2.1.2, which predates the "Fix symbols collision between libmd and libcrypto" change.
