Drop support for per-test-program test suites

The Kyuafiles currently allow defining the test suite on a test program basis, instead of as a global property of the Kyuafile. I think this is needless complexity, as I cannot envision a case where we want to override the test suite name for a particular test program within a Kyuafile that already specifies the test suite name.

This ticket is to track the thoughts on this line and to remove the support to specify test suite name overrides on a test program basis.
