Update handbook entry for DBus message sizes tweak to sysctl to allow it to persist after reboot

Of course we can do it for you, but you want to learn to rebase and squash your commits into one. In the future you can prevent having to do this by amending the commit instead of making another one. These terms should be well indexed by your web search of choice. Thanks for the submission!
