Windows 10 install fail, Ruby gem thin will not install

Following the instructions on the readme.md

running bundler install

An error occurred while installing thin (1.7.2), and Bundler cannot continue. Make sure that gem install thin -v '1.7.2' --source 'https://rubygems.org/'

I tried 1.7.1 and 1.7.0 as well, same error.

I need an offline version, internet connection will be an issue this summer.

I also checked, and the Thin gem has not been updated in the last 3 years.
