I am sorry but I do not have access to ACL, hence it's difficult for me to address this issue.
Since it's the last version of sbcl there may be some incompatible dependency ? The error seems related to ASDF (and maybe quicklisp ?). I'll try to reproduce it anyways.
The zmq dependency of jupyter is a little bit painful, but thanks to the reactivity of the pzmq guys things end up by working, apparently... The "issue with UTF-8 decoding"...
please check the new version in master, I think this particularly annoying bug is fixed (or at least addressed)
