SNES: Add FastROM ROM Hacks

There's a Romhacker, kandowontu (https://twitter.com/kandowontu), who is currently converting a lot of SNES ROMs from SlowROM to FastROM, enabling faster CPU speeds and thus eliminating a lot of lag in these games. This would probably be a good addition to the SNES pack.

I’d recommend waiting until they have been available for awhile before adding them, to ensure they have all been adequately tested on real hardware and stable.
