fix: python 3.12 on both kali and debian

This makes both dockerfiles useable in the development branch - kali is debian based so we use same backport for both.

@ehlowr0ld I'm not sure about using wget -qO- https://pascalroeleven.nl/deb-pascalroeleven.gpg | tee /etc/apt/keyrings/deb-pascalroeleven.gpg and python -m pip config set global.break-system-packages true

That will definitely come back to us soon. Especially bending the debian version, we should be bending the kali one instead.
