GDR
This is a pull request for Nokia's GDR implementation for VVenC
Thanks for the PR.
There are some issues with the build. Could you have a look?
Also, could you explain 1 or 2 use cases and how to call them? Maybe including that as a test in CMakeLists.txt would be a good idea.
Last but not least, it's a bigger PR so it will take some time to review, but we'll get to it.

Why is only the first frame decoded?
We had a look and there are still a few issues. Let me start the discussion. I had a look more into the low-level functionalities and @jbrdbg was looking more into the high-level parts.
- Of course it would be good if no segmentation faults were happening, as @Jamaika1 posted.
- We would prefer a simpler parametrization. Could GDR be a new RefreshType? It could be used by calling --DecoderRefreshType=gdr. GdrPeriod could be derived from intra period, and the other parameters should have some meaningfull defaults. This is mostly meant for the library interface and application, so it's alright if inside the library the parametrization stays as it is.
- I noticed you added a lot of fields into CodingUnit/MergeCtx/MotionInfo and similar objects, that basically all just say if a predictor is valid or not given the GDR restrictions. Would a single boolean not suffice? In the end, all of this information is only used to dismiss a candidate, it's not relevant which part of the prediction is wrong.
- GDR as proposed implies a simple low-delay P structure. Could this be made more flexible and applicable to alternative GOP structures, where each next GDR portion is sent with keyframes?
- As we understand, SAO and ALF need to be disabled because of the lacking support for virtual boundaries?

@Jamaika1 @MartinEesmaa Thank you for testing. I noticed that you used vvencapp to run GDR. We did not envision GDR to be used with vvencapp nor did we test it there as the hard coded configs are not ideal for GDR. I would suggest to test with vvencFFapp and low delay config as we think that is the case where GDR makes sense.
@adamjw24 I will change the parametrization and initialization of default values as you suggested.
Regarding mv predictors. There are two conditions that we need to track, 1) whether candidate is fetched from "dirty" area (in which case the candidate is always invalid) and 2) whether candidate points to dirty area. If the initial ME/merge candidate points to dirty area it can still become valid motion vector during motion estimation / merge process, so we cannot dismiss it outright.
GDR is mostly useful in low delay configs where refresh border is moving gradually and predictably. In random access type configs refresh border jumps back and forth, which makes performance quite bad to the point where it is better to use full intra frame refresh. I suggest that I could make a new config file that contains preferred coding params for GDR and remove hard coded values for the code.
You are correct about SAO and ALF. SAO does not have virtual boundaries and there seems to be some problem in ALF implementation.
