Support array-based targeting for dashboard banners

The fields used to target dashboard banners to different users and teams currently support only a single value. They should instead allow arrays, so we don’t need to create multiple banners for cases like targeting 5 teams. A single banner should be able to apply to an array of teams. The same improvement should apply to cluster scope, site scope, and server scope as well.
