[Leave encashment] Allow exceeding Max Encashable Leaves in individual encashments

Information about bug

The leave encashment at the moment checks the Maximum Encashable Leaves field in leave type. If we set zero then it allows to encash all the leave which are in balance. However, for the regular employee the encashment is only allowed after a limit and for left employee encashment should be on the complete earned leave balance.
