Website User shouldn't have access to gameplan

I create a new website user, without any permission (no gameplan permssion of any kind). But the user still see the app icon and can acess, although he/she don't have permission to the document.

BUT I think, user shouldn't have access at all. Now, webiste user can still see the discussion list if he can reach the URL.
