Old Doctype records not synced (before Event Streaming Setup)

Description of the issue

the old doctypes records does not get synced to the consumer site, only the new ones Note: I do remember that this was working before

event_streaming 0.0.1
frappe 14.21.0
payments 0.0.1

Steps to reproduce the issue

simply link two sites as consumer & producer and listen for ToDo doctype Then create a new ToDo record, you will get your newly created ToDo but not the old ones (before Event Streaming Setup)
