Error on creating new employee for a user, no permissions changed recently

Hello, one of the users on our account is getting the following error while creating a new Employee.

Not allowed for Employee: None User [email protected] does not have access to this document Insufficient Permission for Employee (create)

No recent changes have been made to the user settings. The user was able to create new Employees before today.

The user has all permissions enabled. See screenshot below:

I have also encountered this error. However, I have different specs. Any updates on this?
