salary structure don't see statistical component

Information about bug

when you create a salary component and select : statistical_component = 1 this will automatically affect the account table: in this table, we add the company ... so if i want to create a statical component it won't be able to use in salary structure since salary structure filter components by company

one work around is to add companies to accounts table then select the check box statistical_component = 1

i didn't found any logic or reason why it's built like this but before sending any Pull Requests i wanted to know is it intentional for some reasone i might don't know , or it's a bug . if it's a bug please confirm so i can send the PR ..
