error when Place of supply not mentioned in sales invoice and opening gstr 1 report with Nil Rated/Exempted Invoices (in Type Of Business filter)

fix: Handle empty rates in payment entry

Fix Payment entry error of division with zero error when taxes are selected with 0 rate
