get-app could fetch the latest stable version using '<app>@latest'

Is your feature request related to a problem? Please describe. I do not want to go to the releases page and check the latest version manually

Describe the solution you'd like It could use the GitHub API to fetch the latest tag version.

Describe alternatives you've considered I do not know of any

Additional context I was trying to run bench get-app erpnext but expected the latest stable version to get cloned
