“Agriculture Analysis Criteria” restrict to Agriculture domain

No matter what domain is configured, “Agriculture Analysis Criteria” it's shown to by default to System Manager.

Should be restricted to Agriculture domain or restricted to “Agriculture Manager” and/or “Agriculture User”.

This issue needs to be resolved. It prevents the Agriculture module from being hidden as long as you are a System Manager. Users who operate in a different domain keep seeing 'Agriculture' in their list of modules! This is not okay at all!
