Nice program!
It generates test for red-deficient color blindness only. I'm interested in generating green-deficient and blue-deficient tests too. Where did you get the list of colors for the COLORS_ON and COLORS_OFF arrays?

Might I interest you in this other repo. It has some more colorblindness tests.
If you'd like to add more tests, I'd recommend extracting the colors of an already existing Ishihara plate.
If this is even relevant anymore, @bfgdigital could you explain your reasoning better? I might be able to help you, since I adapted this code recently to generate some art like in this image. I did it by using multiple motives, which is what I think you want to do.
Just a quick comment, I reckon it'd be better to open another issue if you want to keep discussing this.
