[BUG] Subscription Inheritance doesn't work.

By design, subscriptions should be able to override project configuration. For example, if a subscription specifies a different retry configuration compared to what is defined in the project. The subscription should use its configuration.

Note: The dashboard should signify the inheritance relationship.
