[CON-139] [FEATURE REQUEST] Advanced Endpoint Error Notifications

Description Formerly we had an implementation that disables an endpoint when an event delivery maxes out its retries. This solution assumed that a failure on one event delivery will cascade to the other deliveries, which is not. We need a better solution that looks at an error density over a time period.
