Improve cleaning of descriptions

The descriptions from PyPI are currently cleaned with the [`DescriptionCleaner`](https://github.com/fpgmaas/pypi-scout/blob/main/pypi_scout/data/description_cleaner.py) class. It isn't very refined, and there is probably a lot of room for improvement.
