This PR looks really good. Before merging it, i'd like to ask you to add some tests for the new resources "jira_custom_field" and "jira_issue_type_scheme" to make sure they get tested...

Both JQL as well as setting all JIRA fields are on the roadmap.

Probably one needs to differentiate between JIRA Cloud and JIRA Server 7.x here as Server does not support the v3 API.

v0.1.15 has been releases with an updated version of go-jira. Can you test if this release resolves your issue?
