Add ESlint for JS

We have linting for SCSS, let's add it for JS.

Per our practice group discussion, since D8 added ES6 syntax support, it's time to move this forward and get support into Emulsify by default. The following need to be decided:

  1. Do we use airbnb default (like Emulsify Gulp) or Drupal's default (which uses airbnb with other stuff).
  2. Research whatever is needed in Emulsify core in terms of browser support to make sure we don't need Babel to transpile
