Unable to equip single torch for improvised attack

On Pf2e 4.2.6 with Foundry version 10 (288)

Under the action section, there is no means to equip a single torch, or split out multiple stacks (To my knowledge). The only way to do so is to go under inventory, click the shirt icon and select "Held 1H." But then they care carrying the full stack of the torches to make an attack with it.
