[RE Issue] Striking and Potency runes not being taken into account for other REs

When we use the Striking and Potency REs to increase a weapon's potency or striking rune level, this change is applied to the final rolls as normal, however if we have another RE which uses these values for scaling (For example Gravity Weapon or Boost Idolon), these REs will always assume that the value is 0 (or whatever value it's hard set on the item). This also affects things like strikes from the Strike RE as they are boosted exclusively from these two REs.
