Move Dynamic Token Ring configuration to its own tab or make it collapsible

With the addition of the dynamic token ring setting to the appearance tab, the token config spans nearly the full height of a 1080p monitor, and if a module or system adds options to that tab, it can hit that full height.

The LANCER system adds a checkbox to the tab and as a result the contents of that tab becomes scrollable.

It would be less crowded to move those settings to a new tab, or make the section collapsible.
