Add system option to have items / features on NPC sheet expanded by default

The NPC sheet brought a lot of improvements. It would be even better if there was an option in the system settings for DMs to always see the expanded state of features by default, so that DMs can more easily read the whole "statblock" of a monster without having to hover over every feature individually or clicking to expand each feature individually.
