This comes from the Mechanic Trick "Magitech Officer (Ex)" which states: "When acting as a magic officer (Starfinder Character Operations Manual 148) during starship combat, you can use Engineering in place of Mysticism to resolve crew actions. You can perform magic officer crew actions as though you had a number of ranks in Mysticism equal to the number of ranks you have in Engineering."
