Remove v from OSS Version

1. OSS Table : Table that stores OSS information in Project > Identification tab (SRC, BIN, 3rd Party), 3rd Party, Self-check tab
2. When applied: When the user clicks Save
3. Application plan: If the following conditions are satisfied, remove v (regardless of case) or v.
4. 1. v or v. Start with 2. If a number appears immediately after number 1 (However, if admin check is displayed, the user's input is left as it is) ex) v.1.0 / V1.0 -> 1.0 V_1.0, version1.0 -> no change
