Just doesn't work

I follow everything on this site: http://vjoystick.sourceforge.net/site/index.php/77-vjoy/84-homepage-v200

I pair the joycon to windows, the left joycon, pairs successfully, but nothing sees it. I use the configuration apps that come with the installer, none of them see it. I try to use it on RetroArch, nothing.

I'm running Windows 10 (64bit)

I got bluetooth paired but unresponsive in both windows game controller and vJoy monitor. After running fossephate's driver .exe thing the joycons vibrate and one or the other joycons is responsive but never both. Turning them off and on again stops the vibration but only one joycon gives input. Not working in Genshin Impact.
