Top Menu Bar not visible on scroll up

The top menu bar used to become visible when a user scrolled up. It was a kind of intelligent appearance of the bar. Now this feature is not functioning anymore. The menu bar seems only be visible when it is on top.

Please revert this and make this feature functioning again.

It seems to work sometimes. I assume the JS is stored in the footer and this results in the regular error.
