PHPSESSID token expiration doesn't trigger a new login

This appears to be the inverse of #919 . I am running v2.18.

After a certain amount of inactivity (not sure how much; on the order of tens of minutes) the application gets 403s from the server. It shows its error bar at the top and does not cause another login to happen. This also happens when logging in, closing the tab, and then (much later) opening a new tab to the application again. The app loads, receives 403s, and doesn't redirect to login.

I workaround this issue by manually clearing all cookies associated with the app (which supposedly shouldn't work per #919 I think). This triggers the login screen again.
