I'm confused. In what situation will the install script have more than one access key?

As a minimal change, we should support at least wget, since the advanced install instructions already use it, so we could assume the user will have wget installed.

Are you aware of https://tools.ietf.org/html/draft-schinazi-masque-01? It's effectively VPN over QUIC, without doubled guarantees. I believe it addresses some of your concerns.
