Add a Brief History section to the webpage

I like the idea of @awvwgk, we should try and highlight all the major milestones of the organisation, it's one of the few ways we have to communicate how active fortran-lang has been. I'm traveling all day today but I'll see if I can draft something on the plane or in between flights.

Let's have a separate page in the community section on the history and link it from the main community page. The history section should contain some of the most important events for our community:

  • founding of Fortran-lang
  • start of incubator repository
  • start of stdlib repository
  • start of fpm repository
  • start of discourse
  • start of package index on webpage
  • first project transferred to fortran-lang GH channel
  • fftpack, minpack, test-drive, vscode-fortran-support, fortls, ... moved to fortran-lang
  • community paper (The State of Fortran)
  • GSoC 2021/2022, STF pilot round
  • FortranCon, PackagingCon, ...
