Suppress output tab setting

Is your feature request related to a problem? Please describe. That output tab that is constantly opening is SUPER irritating. There were a lot of request in VS Code and here that requested ability to suppress it.

Add setting to the extension that will suppress output tab and show message only if error is occurred.

Describe the solution you'd like I'll make it for you and create pull request
