Unable to promote work item
Describe the bug I have a work item which is approved and in github it shows no conflict. When i select this work item to promote it says "Work Items must be from the same stage to be promoted together". However, I don't see any other work item selected in any of the stage. But what i observe is that work item in next stage has some common components also which i am now trying to promote.
To Reproduce Steps to reproduce the behavior:
- Created a work item
- Added the changes
- approved the PR / Externally merged it
- select it for promotion ...
Expected behavior Work item should be allowed to promoted.

I can second that, members in my team experience the same issue.
We even got the error before merging the PR, after merging the PR the issue still persists.
Wasn't able to fix it and set the Workitem to never.
