This timeout increase change (to 30 minutes) is in the nightly build of the CLI. Please try that version or try setting the HTTP_TIMEOUT env var.
Note: We are currently pausing promotions of the CLI due to Dreamforce. The nightly version will be promoted to latest-rc on the 22nd and to latest on the 29th.

Update: I could get it working by using environment variable NO_PROXY and setting it to salesforce.com,force.com (clearing HTTPS_PROXY and HTTP_PROXY did not work). However, this values only seem to be respected after a re-boot. If there is a trick how I can make CLI re-read the enviroment-variables again without reboot it would help a lot.
