sf scratch resume error message wrong

Summary

error missing a value, spinner "done" step is misleading

Steps To Reproduce:

  1. Have a scratch org that'll take a while to build (ex: use a shape/snapshot)
  2. sf env create scratch -f config/project-scratch-def.json -d -y 1 --async
  3. sf env resume scratch --use-most-recent
