Steps To Reproduce:

1. run command sf env create scratch --target-dev-hub=MyDevHub --definition-file config/project-scratch-def-shape.json --set-default --duration-days 3
2. Get job id from command return
3. run command sf env resume scratch --job-id 2SRXXXXXXXXXXXXXXX

Expected result

Command should return status ie:

✓ Prepare Request ✓ Send Request Wait For Org Available Authenticate Deploy Settings Done

Actual result

Error: Missing message scratchOrgErrorCodes:StillInProgressError for locale en_US.
