Move RE0A, RE1A, and REB to gpio 26-29 / adc 0-3

With the redesign for 4.1.1 to hopefully resolve the interference issue, would it be possible to also reroute the encoder pins to the adc bank? This should allow for joystick/trackball inputs or other peripherals to be wired into those terminals (with custom firmware to correctly read the values ofc) as a possible extension without impacting existing functionality or requiring additional workarounds. For example it is used by this project.
