Some web pages show inconsistent scroll position after screen orientation change

Click NETWORK and then click Book Awards. Randomly browse in the web page and you will find scroll position of some web pages may get changed after screen orientation change.

For example, open Google's privacy policy page and scroll to bottom

I was testing v8.4.44 on Android 10
