Disabling cells doesn't work properly with `Pluto.activate_notebook_environment`

Here's something that I noticed while trying out #2178.

The dependent cells of disabled cells uncomment soon after being commented.

This only seems to happen if the notebook environment is activated via Pluto.activate_notebook_environment.
