No chance of dropping loot from Secret Passages

Hi, I don't know if this has been asked before, but I wonder why there is no chances of loot dropping from chests in secret passages (like Act 4 Overlord's Secret Passage)? For example, for Santa's equipment (as well as for other Easter-egg items) there is no drop chance, although these items themselves are present in tq-db. Why can't they be added? Is the calculation of their drop chance different from other items?
