Incorrect `Dropdown Dividers / Headers` section nesting

The Dropdown Dividers / Headers section is nested inside the Preserving User Selections section, which causes them to not have the same spacing as the rest of the sections.

It also breaks this Current action dropdown and makes it unclickable.
