Register timeoutlen behaviour and issues holding shift for "+p

When pressing " to paste from your global register, the timeoutlen is not respected and it loads instantly as opposed to the default 1000ms as the other which-key helpers. Additionally, if you hold shift throughout the pressing of the "+ part of the "+p combination, the + registers as a = (i.e. the formula bar is populated with the = sign instead of registering +. It's like the keyboard doesn't register that I am still holding shift. If I press and release shift quickly for each key press then that issue goes away. The timoutlen delay is still seemingly 0 for this regardless.
