feat(gh): add action view workflows status

Description

This adds a new gh action about viewing latest workflows status of a PR.

I'm a Lua newbie, so tips are appreciated :)

Possible ameliorations that I've no idea how to do them:

• Add color on icons
• Pull workflows status every 5 seconds and update the display
