Add ability to create/update Resource Pools

I've looked into the project and don't found the way how to manage(create/update) Resource Pool. I think it would be great have such functionality.

@rlazoryshchak thanks for the notice. We are currently quite short-handed though. Is there someone who could help us implementing it? I would be happy to provide help and guidance. I'll do my best to get to it asap if no one will, but I can make no promisses.
