Support for octavia V2 APIs

Octavia (Software lb) has new v2 apis which is different from lbaas v2 APIs. There is no support for Octavia V2 api in this gem. We are planning to add the support to this gem shortly.

I would also be looking for progress on this. I am trying to deploy cloudfoundry on a wallaby cloud and believe I am getting tripped up by octavia vs neutron lbaas issues. I can assist with this; testing, code, whatever. I would like to get this working.
