Ability to record & run VCR cassettes for multiple OpenStack versions

VCR tests should be able to be run against Kilo, Liberty, etc VCR recordings for each release should be stored in a sub-folder and the Travis build should run against each environment to check compatibility

I'm going to look at creating DevStack instances for each major version we're supporting so we always have a place to re-record our VCR cassettes.

This will be on DataCentred's public OpenStack cloud platform.
