Support Spring Boot 3+

The current fn-spring-cloud-function relies on Spring Cloud 3.2.3, which uses Spring Boot 2.6.3. Both are EOL and unsupported for a couple years at this point and contain critical vulnerabilities.

Please update the fdk to use the current versions of Spring.
